Monaco is revisiting a proposal to implement DNA testing on dog droppings as a means of fining pet owners who fail to clean up after their pets. The idea, initially introduced a year ago, resurfaced during a meeting on December 18, 2024.
The proposal was first raised by National Councillor Nathalie Amoratti-Blanc, who suggested DNA profiling as a radical approach to address the issue of dog waste. Despite the installation of numerous dog waste bag dispensers across Monaco, Amoratti-Blanc argued that many dog owners still neglect their responsibility. She pointed out that similar initiatives in European cities have reduced the problem by up to 90% and could easily be adapted to Monaco’s compact territory.
Céline Caron-Dagioni, the Minister of Equipment, Environment, and Urban Planning, also endorsed the idea, recognizing dog waste as a significant social issue.
Monaco’s government is now exploring the possibility of using DNA profiling to identify and fine offenders. If adopted, the system would target individuals who fail to clean up after their dogs, ensuring direct accountability.
Existing Examples in France
This approach is already being tested in the Alpes-Maritimes region. In the town of l’Escarène, located in the upper-Nice area, a “Dog DNA” initiative was introduced. Under this program, dogs are identified through DNA samples, which are obtained via mouth swabs or blood tests at local veterinary clinics. The process, which costs the municipality approximately 50 euros per dog, is free for pet owners. Those who do not clean up after their dogs face fines of 300 euros.
In Béziers, located approximately 400 kilometers from Monaco, genetic identification of dogs became mandatory in September 2023. In this city, dog owners who fail to pick up after their pets face fines of 122 euros. Tourists, however, are exempt from this rule.
Monaco’s potential move toward DNA-based fines highlights the increasing focus on maintaining cleanliness and accountability in urban environments.
