Auckland Council is considering significant changes to its dog access rules, following rising concerns over animal management in public spaces. The proposed regulations would designate certain areas within 14 regional parks and 64 local parks as completely dog-free, while introducing new off-leash zones.
These changes stem from recent public feedback and complaints about non-compliance with existing dog control rules. A survey conducted in March 2024 highlighted issues such as owners failing to clean up after their dogs, animals roaming off-leash in restricted areas, and groups of dogs blocking pathways.
Additionally, the council is proposing a new restriction on the number of dogs that can be walked together, suggesting a maximum of six dogs per owner, with only three allowed off-leash at any given time. Data gathered by the council shows that large groups of dogs being walked together is an emerging problem.
The proposal also seeks to clarify existing regulations, including rules around dangerous dogs, exemptions for working dogs, and access for dogs in vehicles and council-operated camping grounds.
Councillor Josephine Bartley, chair of the Regulatory and Safety Committee, emphasized the importance of creating a balance between dog-friendly spaces and those for people who are not comfortable around dogs. She noted that the changes aim to protect vulnerable wildlife, such as endangered shorebirds and kauri trees, while addressing public concerns.
“The changes are designed to ensure everyone can enjoy public spaces safely,” Bartley said. “We want to make sure these rules are fair and that pet owners can continue to enjoy these areas without causing issues for others.”
Public feedback on the proposed changes is open until 11:59 pm on Sunday, February 23. The council plans to review the input before making a final decision in mid-2025.
