Recently, the Guangzhou Municipal Public Security Bureau and the Bureau of Agriculture and Rural Affairs jointly issued the “Notice on the Standards and Breeds of Dangerous Dogs in Guangzhou”, which will be implemented on January 21, 2025, and will be valid for 5 years. The Notice clarifies the definition of dangerous dogs and the terms of breed identification, among which the notable change is the removal of the Chinese pastoral dog (local dog) from the list of dangerous dogs.
Local dog “lifting the ban” : different policies in many places
Whether the Chinese pastoral dog is forbidden to keep has been concerned. The news that Guangzhou plans to lift the ban on local dogs has sparked heated discussions. Attitudes towards it vary and change frequently. In 2019, Shenzhen removed it from the banned list; In 2020, Hefei initially planned to ban breeding, and then officially removed from the list; In 2022, Changsha responded that due to the instability of local dog genes, body shape and personality, it was banned in strict management areas. At present, Zhengzhou, Kunming and other places are still banned, such as Chengdu regulations shoulder high 50cm Chinese pastoral dog banned.
Clash of views: Support and concern for lifting the ban
Different groups have different responses to the lifting of the ban on local dogs. The list of “dog owners” is more scientific, and there have been calls for lifting the ban; Some people who are worried about dog owners are concerned about the change in the list, hoping to regulate “evil dogs hurt people”, and “civilized dog keeping” has become an important social issue.
Opinions vary widely as to whether the local dog is a fierce dog. Deng Baichuan, an associate professor at South China Agricultural University, said the dogs are docile towards their owners and acquaintances, wary of strangers but not easily aggressive. In response to the claim of genetic instability, he believes that after thousands of years of precipitation, the local dog has unique stability, and can adapt to the city under scientific breeding and training, but the owner needs to comply with the dog regulations.
The difference in forbidden list: the difficulty of finding the greatest common divisor
The ban on dog breeds varies from place to place. Large dog definition, Guangzhou, Chengdu, Wenzhou standard from 71 cm to 60 cm. The number of prohibited dog breeds is 36 in Guangzhou, 39 in Hefei and 25 in Wenzhou. Deng Baichuan pointed out that the fiery dog has a grumpy personality, strong aggression and a high sense of territory.
In recent years, “vicious dogs hurt people” frequently, such as Henan, Jiangxi, Xi ‘an and other places, but at the same time, dog owners and pets who obey the rules are also hurt, such as the pet dog poisoning incident in Guangzhou.
Policy optimization: Balancing multiple needs and responsibilities
To adjust the list of banned dogs, it is necessary to comprehensively consider the dog factors, solicit the opinions of all parties, and combine the regional reality. It is more important to see that vicious dogs hurt people because of the poor implementation of “civilized dogs”. Therefore, in addition to dynamically adjusting the list, it is also necessary to strengthen publicity and education, improve supervision, reporting and punishment mechanisms, and make the dog policy scientific, reasonable and effective implementation.
