In an unexpected turn of events, a Queensland boutique owner has been penalized with an $808 fine for failing to comply with a little-known dog leash regulation, raising questions about local council enforcement and communication.

Robyn, who runs a fashion boutique in Moffat Beach, took to TikTok to share her ordeal. She explained that while sitting outside her store with her Blue Heeler, Violet, council officers approached her after observing that she had the leash wrapped around her foot rather than holding it in her hand. The officers claimed her dog was not “under effective control in a public place,” despite previously allowing her to leave with just a warning.

“On that day, the council officers spoke to me about how my dog wasn’t being held responsibly,” Robyn recounted. “I pointed out that Violet was on a collar and a lead, yet they insisted that I was in violation of the rules.”

Despite being told she would receive a warning, Robyn was shocked to find an $800 fine in her inbox just days later. “I was devastated. It’s incredibly difficult for small businesses like mine to survive, especially during these challenging times,” she stated. “The officer had assured me that it was just a warning. It feels unjust for someone in a position of authority to reverse such a decision.”

She highlighted the busy intersection in front of her shop, where traffic often disregards stop signs, posing a greater danger to pedestrians, especially families. “Why are they targeting me instead of addressing real issues in our area?” she asked, flipping the camera to show the chaotic scene outside her store.

She expressed her determination to fight the fine and reach out to local government representatives for support. “I will not be paying this fine. I intend to contact the mayor and share my story on social media,” she declared. “It’s disheartening to feel unsupported by the council when I’m merely trying to run my business and be a responsible dog owner.”
