Dog Owner Under Investigation in Abandonment Case

The Department of Agriculture’s Animal Welfare and Control Unit is currently investigating the owner of two severely malnourished dogs discovered in West Bay earlier this month. In a statement released on Thursday, the DOA confirmed that they have successfully identified the owner and that investigations are ongoing.

The case began when the DOA issued a public appeal to find the owner of the two abandoned dogs found off Mercury Close in West Bay. Following the appeal, the owner was located. The DOA stated, “Our investigations are ongoing as we continue to seek justice for our voiceless friends.”

In a previous communication regarding this situation, the DOA acknowledged that individual circumstances can change, which may affect a pet owner’s ability to care for their animals or afford veterinary services. However, they emphasized, “There is never an excuse to abandon your animals.” The department urged pet owners facing difficulties to seek assistance from local organizations, including the Cayman Islands Humane Society or other animal charities, rather than resorting to abandonment.

This case highlights a troubling trend of animal cruelty incidents gaining public attention. Last month, a local resident, Sue Barnes, rescued a severely malnourished dog, which she named Fisher. This dog was subsequently transferred to the humane society for medical treatment and is now under the charity’s care.

In May, Warlito Damasco Samelo Jr., a resident from the Philippines, received a five-month prison sentence for one of the most egregious cases of animal neglect encountered by a magistrate. Samelo was convicted of denying necessary veterinary care to his dog, found in a starving and emaciated state last year. The dog, originally named Brun-Brun, has since been renamed Wilbur by its rescuers.
