This is not a fight between animals in the real sense, but a dispute over the living environment and neighborhood rights caused by a large number of cats and dogs, which seriously interferes with the originally quiet life of residents in the community.
Back to a year ago, a large number of cats and dogs adopted by Lu caused his house to emit strong odor, which seriously violated the adjacent rights and interests of neighbors. At that time, the court was executed according to law, and under strong judicial pressure, Lu transferred all the cats and dogs, and the community briefly restored calm. However, the good times did not last long, in September 2024, the disgusting smell once again enveloped the community, and the original Lu returned to his old ways and began to adopt cats and dogs on a large scale.
This time, Lu Mou to the neighborhood committee and the police to enter the household to see the request firmly refused, the number of cats and dogs in their home into a mystery. Late one night in November 2024, residents found Lu transporting dogs home and chose to call the police. But even if the police intervened, Lu still did not completely clean up all the dogs.
The reporter went to the community to carry out an in-depth investigation. After arriving at the scene, it was found that the north window of Lu’s home was open, and a small dog ran out of the living room. After the reporter knocked on the window, Lu’s sister opened the door and claimed that there were only four dogs in the home, and all had dog licenses. However, the reporter checked and found that only one of the four dogs registered the address of this house, and the other three registered addresses were elsewhere. In the face of reporters’ questions, Lu’s sister was tough, not only refusing to disclose the number of stray cats in the patio, but also directly asking reporters to leave.
Residents reacted with a mixture of anger and frustration. Lu’s actions greatly reduced their quality of life. An aunt on the second floor complained that the drying clothes were deeply affected, and the smell was unbearable. The head of the fourth floor has a new baby in his home, but he can’t live at home because of the smell. Residents repeatedly reported to the relevant departments, however, because of the law enforcement problems, coupled with Lu’s cunning, the problem has never been effectively solved.
How should residents protect their rights and interests? At present, the city has specific regulations for dog ownership, but there are no clear regulations on cat ownership. This means that even if the number of dogs is controlled, Lu’s large number of stray cats will still cause the same living environment problems. Moreover, it has been more than six months since the last court execution, and the infringing subject is suspected to have changed from Lu to his sister, and the residents can not apply for the resumption of execution again, but can only Sue again, which undoubtedly increases the cost and difficulty of rights protection.
In this protracted “cat and dog war”, residents are deeply distressed and confused. They urgently hope that Lu can realize the adverse impact of his own behavior and actively cooperate to solve the problem.
