Meet the Dog Behind the State’s New Canine-Protection Bill

In Halifax, North Carolina, Duke—a dog who spent the first four years of his life chained and neglected—will take center stage at a special event designed to raise awareness about the conditions faced by dogs left outside in harsh conditions. On Thursday, the Halifax Mall will host a unique gathering where Duke, now a rescued dog, will be the “host” for a General Assembly event. Attendees will have the opportunity to meet Duke and other dogs rescued by PETA’s Community Animal Project fieldworkers, while enjoying coffee and vegan snacks. This event is set to draw attention to Duke’s Rescue Act (House Bill 657), a bipartisan bill aimed at improving the lives of dogs kept outdoors.

Duke’s story is heart-wrenching. For much of his early life, he was tethered outside during extreme weather conditions, deprived of basic necessities like food, water, and affection. Alongside five other neglected dogs, Duke suffered through the hottest summers and coldest winters. The situation became even more tragic when one of the dogs starved to death, prompting PETA to sue for custody of the remaining dogs. Thankfully, Duke was rescued and is now thriving with a loving family.

The Duke’s Rescue Act seeks to ensure that all dogs in North Carolina are provided with adequate shelter, space, food, water, and care, and it specifically prohibits keeping dogs tethered outside during extreme weather conditions. PETA’s Senior Vice President, Daphna Nachminovitch, emphasized that Duke’s story is all too common, with many dogs still living in such conditions across the state. Through the event, PETA hopes to share the stories of these dogs and advocate for stronger protections.
